Long years ago, this city used be run and controlled by a council; with representatives from both mafias, and government officials in general. However, as the mafias got more out of control, they tired of the council thinking they could hold both of them back, so the Kyuzo and Kawazu teamed up for the very brief occasion of annihilating the council members and anyone who agreed with them.

After that time, the Kyuzo and Kawazu each chose representatives for their own government for each district - just to appease the top dogs in Tokyo who were starting to catch little drifts of what the city had turned into. These government figures have been around to this day, passing the titles down through family, and keeping loyal to their respective mafias.

Both of the 'governments' are found in this run down building, in the middle of the Downtown Square right on the border. It's normally the meeting place of both the mafias on those very special days when it's called for.
